A former national security advisor, Richard Clarke, has recommended that the Searsport Planning Board deny permits to DCP Searsport, an offshoot of the Colorado-based energy giant who has applied to build a 22.7-million-gallon LPG (Liquefied Petroleum Gas) facility at Mack Point in Searsport. It would be one of the largest marine propane terminals in the country.
